Ulyanovsk State University, founded in 1988 as a branch of the Moscow State University. M.V. Lomonosov, the best university in the country, one of the most reputable universities in the world, in accordance with the Decree of the President of the Russian Federation of December 17, 1995 No. 1268 "On the establishment of Ulyanovsk State University", Resolution of the Government of the Russian Federation of January 8, 1996 No. 7 "On Ulyanovsk State University" and the order State Committee of the Russian Federation for Higher Education from 07.02.1996 №237 in 1996 received the status of an independent university.
According to the order of the Ministry of Education and Science of the Russian Federation of May 27, 2011 No. 1825 "On the State Educational Institution of Higher Professional Education Ulyanovsk State University" Ulyanovsk State University was renamed into the Federal State Budgetary Educational Institution of Higher Professional Education "Ulyanovsk State University".
By order of the Ministry of Education and Science of the Russian Federation of October 29, 2015 No. 1251 "On the Federal State Budgetary Educational Institution of Higher Professional Education" Ulyanovsk State University "Ulyanovsk State University was renamed into the Federal State Budgetary Educational Institution of Higher Education" Ulyanovsk State University ".
In April 2017, Ulyanovsk State University won the competition of the Ministry of Education and Science of the Russian Federation and received the status of the Basic University of the Ulyanovsk Region.
In December 2017, Ulyanovsk State University was recognized as a university center for innovative, technological and social development of the region.
Traditions and quality of the Moscow State University. M.V. Lomonosov, laid down in UlSU over the years of joint work, largely determined the nature of the development of the new classical university in the Volga region, its high educational standard and scientific potential, which made it possible in a short time to occupy key positions in the educational and scientific space of the region, to obtain the status of the Pivotal University of the Ulyanovsk region and become the Center for innovative, technological and social development of the region.
Since the day of its foundation, UlSU has been rapidly developing in all areas of activity. With the support of Moscow State University. M.V. Lomonosov, a highly qualified teaching staff of the university was formed, which included leading scientists from universities in Russia and the CIS, which was the key to a high level of training of graduates. At present, in all respects - personnel training, qualifications of the teaching staff, the level of scientific work, the development of information technologies, the availability of a modern material and technical base - UlSU occupies leading positions in the region.
The University in its activities is guided by the Charter approved by the order of the Ministry of Science and Higher Education of the Russian Federation dated December 24, 2018 No. 1239, the License for educational activities dated May 30, 2017 No. 2594 and the Certificate of State Accreditation No. 2675 dated September 13, 2017.
The university uses a variety of forms of education: full-time, part-time (evening), part-time. Different levels of education give students the opportunity to obtain a bachelor's, specialist's or master's degree, a mid-level specialist diploma.
Currently, more than 13 thousand students study at the university, incl. more than 7 thousand full-time students. Among the students at various levels of education there are more than 2,000 foreign citizens from 43 countries of the near and far abroad.
From 1992 to 2020, UlSU has graduated more than 60 thousand graduates who have proven themselves on a good side in the regional and Russian labor markets: they not only find jobs successfully, but also make a brilliant career in business or science.
The university is rightfully proud of its human resources. Today more than 900 teachers work at UlSU, of which 123 are doctors of sciences and 461 are candidates of sciences. Among the university teachers are world-renowned scientists, members of Russian and international academies of sciences, honored scientists of the Russian Federation.
Currently, UlSU, being one of the largest universities in the Volga region, is a modern scientific and educational complex with a well-developed infrastructure of scientific and innovative research and training of highly qualified personnel, which includes 4 educational institutes, 8 independent faculties, Inzensky branch of UlSU, Novospasskoe representative office of UlSU, 2 international educational structures (Russian-American and Russian-German faculties), Medical College named after A.L. Polenov, Musical College named after G.I. Shadrina, Automotive College, etc.
Since its inception and development, UlSU has not only continued, but also multiplied one of the main traditions of Moscow State University - entering the world educational community. Intensive international relations have led to the organization and development of international educational structures (Russian-American and Russian-German faculties), allowing graduates to receive two diplomas. By the decision of the VIII Congress of the Eurasian Association of Universities in September 1999, Ulyanovsk State University was approved as its full member.
UlSU conducts fundamental and applied scientific research, experimental design and technological work within the framework of the state assignment for the implementation of research work of the Ministry of Education and Science of Russia, federal and departmental targeted scientific programs, programs of scientific funds, as well as orders from enterprises of the real sector of the economy.
With the aim of solving the problem of general coordination of work and combining the efforts of scientists in priority areas of research work, the Scientific Research Technological Institute named after V.I. S.P. Kapitsa, Competence Center "Digital production of high-tech products in mechanical engineering", Center for youth innovative creativity, scientific and educational centers, scientific laboratories, etc.
In 2020, UlSU, together with other universities, became a member of the Consortium for the joint implementation of large-scale, strategic, scientific and technical, educational, science-intensive, competitive, industrial, innovative projects, programs implemented at various levels, and became a part of the interregional REC “Engineering of the Future ". The REC represents 19 educational organizations from 5 regions of the Russian Federation. The program of activities of the REC "Engineering of the Future" passed a competitive selection and won first place.
Training of highly qualified personnel is carried out in a wide range of specialties. Currently, 171 postgraduate students and persons assigned to prepare a dissertation for the degree of candidate of sciences without mastering the programs for training scientific and pedagogical personnel in postgraduate studies are studying at the postgraduate course of UlSU. Currently, the university has 4 doctoral dissertation councils in 11 scientific specialties and areas. During the period of activity of all dissertation councils of UlSU, 94 doctoral and 955 master's theses were defended, of which 47 doctoral and 324 master's theses were defended by applicants from other universities. Postgraduate students, applicants, doctoral students and employees of UlSU since the foundation of the university until 2020 defended 141 doctoral and 1198 candidate dissertations in the councils of UlSU and councils of other organizations.
The modern material and technical base of UlSU ensures the effective implementation of educational programs, scientific, innovative and creative activities. In the period from 1988 to 2020, a modern university complex was created, located on land plots with a total area of more than 75 hectares, consisting of educational buildings, indoor and outdoor sports facilities, medical bases, administrative and auxiliary buildings, sanatorium and recreational facilities, etc. with a total area of more than 200 thousand sq. m. In order to develop and modernize the educational process in 2020, the educational and laboratory building No. 6 was put into operation.
The objects of the physical culture and rehabilitation complex are being developed: a sports and recreation complex with a swimming pool "Aquaclub", tennis courts, an educational and sports complex, a stadium with artificial turf, "Skate Park", a sports complex "Zarya", a biathlon track, a health resort "Seagull" of year-round action.
UlSU has 3 hostels where nonresident students, students and employees live. In 2020, the university received a permit to build another 820-bed dormitory for university students.
The laboratory and scientific equipment is regularly updated, as well as the modernization and increase of the computer equipment fleet to ensure the modern level of education.
UlSU has more than 300 agreements on strategic partnership with organizations, including government bodies of the Russian Federation, leading Russian and foreign enterprises and organizations operating in various sectors of the economy, in the field of medicine and healthcare, instrument-making, automotive and aviation industries, as well as Russian and foreign educational and scientific organizations, etc.
UlSU is one of the few universities in Russia that have implemented a quality management system (QMS) in all main areas of activity based on international (ISO 9001: 2015) and interstate (GOST ISO 9001-2015) standards. In April 2008, the university, including its branches, successfully passed certification, in the period 2009-2019. - inspection audits, in 2011, 2014, 2017 and 2020 - renewal (recertification) checks of the QMS in the Certification Association "Russian Register" (St. Petersburg), which has international accreditation, is a member of the IQNet international certification network and the undisputed leader in the Russian market in terms of the number of certified organizations, incl. institutions of education and science.
